As of 1st July 2021, if a new or renewed lease is entered into on a Johnsonville rental property, all Healthy Homes compliance work must be done inside of 90 days.

Inability to adhere to each of Healthy Homes Standards by the end of the period of time expected can lead to a fine of up to $7200. In addition, if the existing Healthy Homes Statement of Compliance isn’t incorporated within the new, renewed or amended tenancy agreement there may be an additional fine or violation fee.

Any tenant may request details regarding the Healthy Homes Standard and how they are related to the house they are living in. If the property manager does not provide the information requested within 21 days from getting the notice, the tenant could be issued an infringement notice and be fined upto $750.

In addition, there is an additional fine of approximately $900 for landlords or property managers who offer a false or inaccurate Healthy Homes Statement of Compliance or information. The person responsible to pay this fine is the one who is named on the lease agreement as being the person who is letting the property and it could be the landlord’s name or the company that manages the property.

All the information on the Statement of Compliance needs to be up-to-date before the tenancy agreement can be signed. It should be maintained through the tenancy period as associated work has been completed.

It is crucial to remember that landlords who have multiple rental properties may receive additional fines for non-compliance. The highest penalties are given only for serious violations, and landlords who own more than six properties could be fined up to $50,000 and as high as $100,000 in the case of hearing claims.

Unreasonable Gaps & Holes

Draught Stopping Johnsonville

Draughts can lead to low temperatures inside homes. A humid house costs more to heat, which means wasting energy and increased bills.

If a draft can be felt from unreasonable gaps or holes the area needs to be closed.

What are unreasonable gaps and holes?

If you are able to feel external air flowing in or an unobstructed draught coming from a hole or gap that is, it’s most likely a gap or hole which needs sealing in any way. Cracks or gaps with large gaps must be sealed permanently. Cracks that are greater than 3mm and allow air in or out from the home require seals. For example, if the open fireplace isn’t in use it may cause draughts and should be blocked from. Property managers and landlords are responsible for ensuring that these draughts are stopped in the maximum extent imaginable.

There is no need to block off gaps or holes which are part of the construction. For example, tiny gaps around doors and windows might be necessary to allow for movement within the structure as the house heats and cools, in order to let them be shut and opened, rather than sticking. We will inspect the windows and doors in the Healthy Homes assessment of your rental property.

A good heating system is important for healthy houses

Heating Johnsonville

Johnsonville rental properties need to have a stable source of heat that can heat the largest or main living space to at least 18 degrees Celsius, even on the coldest days of the year. This is the recommended minimum indoor temperature suggested by the World Health Organisation for people’s physical well-being and mental wellbeing.

The heating source needs to remain fixed (i.e., not portable) that is, at least 1.5 horsepower in capacity, and must meet the minimum capacity for heating required in the living area. The Heating Assessment Tool can be used to check if the current permanent heater(s) are sufficient or whether you will require to ‘top up’ with an additional heater. Fires that are open and unflued heaters like portable LPG bottle heaters are not considered to be safe heating options under those following the Healthy Homes Standard.

If the heating you offer is an electric heater (or heat pump), it should have an thermostat. This makes your heating more consistent and efficient. For most properties, larger fixed heating devices such as wood burners, heat pumps, pellet burners or flued gas heaters are needed. In certain situations, like apartments with small spaces an electric, fixed heater may suffice.

If the living area is already equipped with a fixed heating source, like an air conditioner, it might require some additional energy in order to comply with the standards. Certain kinds of heaters aren’t able to be used to comply with the standard since they’re either inefficient, unaffordable to operate and/or unsafe to run.

Ventilation Johnsonville

Each liveable space in a rental house must have at least one openable window or exterior door to offer natural airflow. Furthermore, moist spaces like kitchens and bathrooms need to have an externally vented extractor to take moisture away.

The ventilation quality is all about understanding the fact that dry air will be easier to heat and that a well ventilated rental property will be less prone to developing mould and damp.

Living rooms, bedrooms, kitchens and dining rooms are considered liveable spaces. Spaces that connect, such as the hallway aren’t liveable and don’t need an opening door or window.

Each door, window or Skylight requirements for them to be in a position to open up to the outside and remain set in an opening position to allow for fresh air circulation and ventilation.

The bathrooms in all kitchens and any other area in your house that houses a bath, shower or cooktop, or any other moisture-producing item will require appropriate extractor fans that are vented to the outside. The Healthy Homes Assessment service will make sure there is sufficient ventilation throughout the living spaces that includes extractor fans that are suitable in areas of high moisture.

Insulation Johnsonville

Insulation for underfloor and ceilings has been compulsory in all rental homes since 1 July 2019. All landlords and property managers must ensure that the insulation meets current quality. In some cases, old ceiling insulation as well as insulation within the subfloor space might require to be topped up or replaced.

A well-insulated property can reduce condensation, and decrease the risk of mould and dampness, as well as making much easier for the home to retain warmth.

Insulation needs to meet the R-values that are appropriate for your region.

The "R" stands for thermal resistance, and is a measure of how well the insulation can withstand heat flow. The more high the R-value, more effective the insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – all of the North Island except Taupo and the Central Plateau – ceiling R 2.9 underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3, underfloor R 1.3

Johnsonville Moisture Ingress & Drainage

Making sure your rental property is protected from moisture isn’t just about the inside; you have to make sure there is somewhere to allow surface, rain or ground water, and stop it from coming into the building. When it concerns damp and moisture it is typically what you don’t see that can cause a lot of trouble and end up causing the property to suffer and harming the tenant’s well-being.

Rental properties need to have effective drainage to eliminate rainwater, storm water, and groundwater, with an appropriate outfall or runoff. Making sure that water has a location to go, and that it doesn’t get sucked into buildings is a vital aspect of keeping your property dry.

Alongside a drainage system to avoid water ingress, if the rental has an enclosed gap between your flooring and ground, a ground moisture barrier must be installed if it is reasonably practicable to install it.

Ground moisture barriers are usually a sheet of polythene that is placed over the ground to prevent any moisture present in the ground from entering the building. It also helps to prevent from causing damage to the flooring insulation.
