Healthy Homes Assessment Services

Did you be aware that the Healthy Homes Standards came into effective on July 1st, 2021? Landlords now have to ensure their Wilton rental properties meet the minimum Healthy Homes Standards within 90 days of the start of any new or renewed tenancy, and all private rentals are required to be completely conforming by the 1st July 2024.

Fines for Failing to Comply

Beginning on July 1st, 2021, when a brand new, renewed or varied contract is signed on a Wilton rental property, all Healthy Homes compliance items need to be taken care of inside of 90 days.

Wilton Healthy Homes Compliance Timeframes

Tenancies commenced from 1 July 2019 and the 30th June in 2021

  • The insulation of the ceiling and underfloor is mandatory in all Wilton and New Zealand rental houses where it’s reasonably practicable to install.
  • A Healthy Homes Intent to Comply Statement, an Insulation Statement and an Insurance Statement must be included with any renewal, new or amended tenancy agreement.
  • Property managers and landlords have to keep records to demonstrate compliance with the Healthy Homes Standard that apply or will be applied during the tenure of an apartment rental.

Beginning 1 July 2021

  • Private landlords and property managers should make sure their rental properties conform with the Healthy Homes Standard within 90 days of a renewal, new or a change in tenancy.
  • All boarder homes (except Kainga Ora and registered Community Housing Provider for boarding house tenancies) are required to comply with Healthy Homes Standard regardless of the date the tenancy was started.

Beginning 1 July 2023

  • All houses rented through Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers are required to comply with the Healthy Homes Standards regardless of the date when the tenancy started.

From July 1st 2024

  • All rental homes must be in compliance with the Healthy Homes Standard regardless of the date when the tenancy started.
Unreasonable Gaps & Holes

Draught Stopping Wilton

Draughts may lead to lower temperatures in households. A damp home will cost more to heat, meaning wasting money and energy.

Adequate heaters are important for healthy houses

Heating Wilton

Wilton rental properties must have a fixed heating source that can heat the largest or main living area to at minimum 18degC even on the coldest days of the year. This is the minimum indoor temperature suggested by the World Health Organisation for people’s physical health and mental wellbeing.

The source of heat requirements to remain fixed (i.e., not portable) with at least 1.5 kW in heating capacity and have the minimum capacity for heating required in the living area. The Heating Assessment Tool can be used to check if the fixed heater(s) are sufficient or if you’ll need to "top up" by adding a second heater. Fires that are open and unflued heaters such as mobile LPG bottle heaters are not considered acceptable heating options under those following the Healthy Homes Standard.

If the heating system you offer is electric heating or heat source, it needs to include a thermostat. This makes your heating more consistent and effective. For most properties, larger fixed heating devices such as heat pumps, wood burners, pellet burners or flued gas heaters will be required. However, in some cases such as small apartments the smaller fixed electric heater could be enough.

If the living area is already equipped with a fixed heating source such as the heat pump, it may need an update to ensure it meets the requirements. Some types of heaters can’t be used to comply with the quality since they’re either expensive, inefficient and/or unhealthy to run.

Ventilation Wilton

Each living space within a rental home must include at least one open door or window to provide natural ventilation. In addition, humid areas such as kitchens or bathrooms should have an venting fan outside to eliminate moisture.
