Fines for Failing to Comply

Tenancies signed between 1 July 2019 to 30 , June 20,21

  • Insulation of the underfloor and ceiling is required to all Vogeltown and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement must be included in any renewed, new or varied tenancy agreement.

Starting 1 July 2021

  • All the boarding houses (except Kainga Ora and Community Housing Providers with registered for boarding home tenancies) must meet the Healthy Homes Standards regardless of when the tenancy began.

Starting 1 July 2023

  • All households let from Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must meet the Healthy Homes Standards regardless of when the tenancy first began.

Starting 1 July 2024

  • All rentals houses have to meet the Healthy Homes Standard regardless of the date when the tenancy started.

If your main living space is already equipped with a fixed heating source like heat pumps, it could need an upgrade in order to comply with the standards. Certain types of heaters cannot be used to meet the standard as they are either costly, not cost-effective to run, or are unsafe to operate.
