Fines for Failing to Comply

From the 1st of July in 2021, if a new, renewed or varied tenancy is signed for a Te Aro rental property, all Healthy Homes compliance work must be finished inside of 90 days.

Beginning on July 1st, 2021, if a new or renewed lease is entered into on the Te Aro rental property, all Healthy Homes compliance work must be completed inside of 90 days.

Failure to meet one of the Healthy Homes Standards by the end of the anticipated timeframe could result in penalties of up to $7200. Te Aro Healthy Homes Compliance Timeframes

Tenancies established beginning on 1 July 2019 to 30 June 2021

  • Insulation of the underfloor and ceiling is mandatory for all Te Aro and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement should be included with any renewed, new or altered tenancy contract.
  • Property managers and landlords must keep records of their the compliance with the Healthy Homes Standards that apply or will be applied during the tenure of your rental home.

Beginning 1 July 2021

  • Private landlords and property managers should ensure that their rental properties are in compliance according to Healthy Homes Standards within 90 days of any new, renewed or varied tenancy.
  • All the boarding houses (except Kainga Ora and registered Community Housing Provider boarder home tenancies) must meet the Healthy Homes Standards regardless of the date the tenancy was started.

From July 1st 2023

  • All houses rented from Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must comply with the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2024

  • All rentals homes must comply with the Healthy Homes Standard regardless of when the tenancy began.

Draughts can lead to lower temperatures in homes. A draughty home costs more to heat, meaning wasting energy and increased bills.

If a draught could be felt through gaps that are too large or holes or holes, it requirements to be sealed.

A good heating system is crucial for healthy houses

Heating Te Aro

Te Aro rental properties need to have a stable source of heat that can heat the main or largest living room to at least 18degC, even on the winter coldest days. This is the minimum indoor temperature recommended by the World Health Organisation for people’s physical health and mental outlook.

The heating source needs to remain fixed (i.e., not portable) and at least 1.5 horsepower in capacity, and meet the minimum capacity for heating required to heat the living space in general. A Heating Assessment Tool can be used to check if the fix heater(s) are adequate or if you’ll require to "top-up" with an additional heater. Unflued combustion and open fire heaters such as the portable LPG bottle heaters aren’t considered to be suitable heating options for the Healthy Homes Standard.

If the heating you offer is an electric heater or heat pump it should have an thermostat. This will make the heating more reliable and effective. In most houses, larger fixed heating devices such as heat pumps, wood burners pellet burners, flued gas heaters are necessary. However, in certain instances like small apartments an electric, fixed heater may suffice.

If your living space is already equipped with a fixed heating source such as an air conditioner, it might just need an update to ensure it meets the requirements. Some types of heaters can’t be used to meet the standard as they are either inefficient, unaffordable to operate and/or unsafe to run.

Ventilation Te Aro

In certain situations, the an existing insulation on the ceiling or in the sub floor space may require to be filled with or replaced.
