Beginning on July 1st, 2021, when a brand new or renewed lease is entered into on a Rongotai rental property, all Healthy Homes compliance work must be completed by the end of 90 days.

Failure to meet all of the Healthy Homes Standards by the end of the period of time expected can lead to an amount of $7200. Healthy homes are important

What is the reason Healthy Homes Compliance important?

One in three households in New Zealand and Rongotai, and research indicates that rental homes are more likely to be older, colder, have less efficient heating, and generally tend to be lower quality than homes that are owned by the owner.

The damp, cold and mouldy homes are linked to negative well-being outcomes, especially for illnesses such as colds and influenza, asthma, and cardiovascular diseases. Additionally, those who experience at least four key house quality problems often experience lower levels of satisfaction with life and a decrease in psychological well-being.

Enhancing the standard of Rongotai rental property can help tenants enjoy better physical and mental health and minimise the disruptions to their work, education and living because of diseases. Unreasonable Gaps & Holes

Draught Stopping Rongotai

Draughts are a major cause of lower temperatures in households. A cold home will cost more to heat, meaning wasting energy and resulting in higher bills.

If a draft can be noticed from gaps that are not adequate or holes the area requirements to be sealed.

What are unreasonable gaps and holes?

If you can feel external air entering or a clear draught from a crack or a gap or crack, then it is most likely a gap or hole that needs sealing in any way. Cracks and gaps that are large should be sealed permanently. Any gaps greater than 3mm that allow air to enter or exit from your home need seals. For example, if the open fireplace isn’t in use it can cause draughts and should be shut off. Landlords and property managers are accountable for ensuring that draughts from the fireplace are removed whenever possible.

There is no need to block off gaps or holes which are part of the construction. For instance, small gaps around doors and windows might be necessary to allow for movement of the structure when the household warms and cools to allow them to be shut and opened, rather instead of being stuck. We will check all windows and doors during the Healthy Homes assessment of your rental property.

Heating Rongotai

Rongotai rental properties must have a fixed source of heat that can warm the main or largest living room to at least 18degC, even during the coldest winter days. This is the minimum indoor temperature recommended by the World Health Organisation for people’s physical well-being and mental outlook.

The heating source requirements that it be permanently fixed (i.e. not portable) with at minimum 1.5 horsepower in capacity, and must meet the minimum heating capacity needed to heat the living space in general. A Heating Assessment Tool may be used to check if the existing fixed heater(s) are sufficient or if you’ll require to "top up" with an additional heater. Open fires as well as unflued combustion heaters, such as small portable LPG bottle heaters are not considered to be suitable heating options for the Healthy Homes Standard.

If the heating you offer is an electric heater or heat pump then it must include the thermostat. This will help make the heating more consistent and efficient. For the majority of homes, bigger heaters that are fixed, such as wood burners, heat pumps pellet burners, flued gas heaters are needed. In certain situations, like apartments with small spaces the smaller fixed electric heater may be sufficient.

If the main living room already has a fixed heating source, like heat pumps, it could require a top up to be able to meet the standards. Certain types of heaters cannot be utilised to meet the standard because they’re costly, not cost-effective to run, or unsafe to operate.

Ventilation Rongotai

Every living space in the rental property should contain at minimum one open doors or windows to offer natural ventilation. Additionally, areas with high moisture areas such as kitchens or bathrooms need to have an venting fan outside to get rid of moisture.

A ventilation quality is all about understanding the fact that the dry atmosphere is easier to heat and that a property that is well ventilated will be less prone to developing damp and mould.

Bedrooms, living rooms dining rooms, and kitchens are considered liveable spaces. Connecting spaces like the hallway aren’t liveable and do not need an opening window or door.

Each window, door , or Skylight requirements to have the ability to open up to the outside, and stay at an open angle in order to allow the circulation of fresh air and ventilation.

All bathrooms and kitchens and any other area in your home that has shower, bath, cooktop or other high water-generating appliance will need proper extractor fan systems which are vented to the outside. This Healthy Homes Assessment service will check that there is adequate air circulation in every living space and will also check for the proper extractor fans in areas of high moisture.

Insulation Rongotai

Underfloor and ceiling insulation is mandatory to all rental homes since 1 July 2019. Property managers and landlords should ensure that the insulation meets standards that are in line with the latest standard. In some cases, existing ceiling insulation or insulation in the subfloor space may require to be topped up or replaced.

A well-insulated property will help to control condensation, and decrease the risk of dampness and mould, and it will make an easier task to the household to retain the heat.

Insulation requirements to be in compliance with the R-values for your area

The "R" stands for thermal resistance and is a measure of how well the insulation can withstand heat flow. The higher the R-value, the more effective the insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9 and underfloor R 1.3
  • Zone 2 – all area of North Island except Taupo and the Central Plateau – ceiling R 2.9 underfloor R 1.3

Rongotai Moisture Ingress & Drainage

The security of your rental home from moisture isn’t just about the inside but you must make sure there is somewhere to allow surface, rain and underground water to flow and stop it from coming inside. When it comes to moisture and damp it’s typically what you don’t see that could become a major issue and cause the property to suffer and harming your tenant’s health.

Rental properties should be equipped with efficient drainage to eliminate storm water, surface water and ground water, which includes the proper outfall or runoff. Making sure that water is able to go and that it doesn’t get sucked into buildings is a vital aspect of making sure your property is dry.

Alongside a drainage system to avoid moisture ingress, if your rental is enclosed between your floor and soil, a ground-water barrier should be put in place if it is reasonably practicable to install it.

A ground moisture barrier is usually a sheet of polythene that is placed over the ground to prevent any moisture from the ground from accumulating into the home. It also helps to prevent any damage to your underfloor insulation.
