Unreasonable Gaps & Holes

Draught Stopping Paparangi

Draughts may lead to lower temperatures in homes. A draughty house is more expensive to heat, meaning wasting money and energy.

If a draught could be felt through gaps that are too large or holes that it requirements to be closed.

What are the most unreasonable gaps or holes?

If you can feel external air flowing in or the air is clear from a gap or hole and you can feel it, it is probably a gap or hole which requirements sealing in any way. Cracks or gaps with large gaps must be fixed permanently. Cracks that are greater than 3mm and let air into or out within the house require sealing. For instance, if an open fireplace isn’t being used, it could cause draughts, and must be sealed from. Property managers and landlords are responsible for making sure such draughts are eliminated as far as possible.

You don’t need to block up intentional holes or gaps which are part of the building. For example, tiny gaps around doors and windows could be necessary to allow movement of the building as the household is heated and cools so that they are able to be opened and closed rather than securing. We will check every window and door as part of an Healthy Homes assessment of your rental property.

Heating Paparangi

Rental properties in Paparangi should have a permanent heating source that can heat the largest or main living space to at least 18 degrees Celsius, even on the most coldest days of the year. This is the minimum indoor temperature suggested by the World Health Organisation for people’s physical health as well as their mental health.

The source of heat needs for it to be permanent (i.e. not portable) with at least 1.5 horsepower in capacity, and it must have the minimum capacity for heating required to heat the living space in general. The Heating Assessment Tool can be used to check if the current installed heater(s) are sufficient or whether you will require to ‘top up’ with an additional heater. Unflued combustion and open fire heaters like the portable LPG bottle heaters aren’t considered acceptable heating options for The Healthy Homes Standard.

If the heating system you provide is electric heating or heat pump, it must include an thermostat. This will make the heating more reliable and efficient. For most houses, larger heaters that are fixed, such as wood burners, heat pumps pellet burners, flued gas heaters are necessary. However, in some cases like apartments with small spaces small apartments, a smaller electric fixed heater may be sufficient.

If your living space already has a fixed heating source, like the heat pump, it might need a top up to ensure it meets the requirements. Certain types of heaters cannot be utilised to meet the standard because they’re expensive, inefficient and/or unsafe to run.

Ventilation Paparangi

Every living space of a rental property must include at least one open doors or windows to provide natural airflow. In addition, high moisture areas such as kitchens and bathrooms must have a suitable externally vented extractor fan that can get rid of moisture.

This ventilation quality is about recognising that dry air will be easier to heat, and that the property that is properly ventilated will be less prone to developing damp and mould.

Living rooms, bedrooms, dining rooms, and kitchens are considered liveable areas. Connecting spaces such as the hallways are not living spaces and therefore don’t require an opening window or door.

Each door, window or skylight needs at least to open to the outside and remain set in an opening position to allow the circulation of fresh air and air flow.

All kitchens and bathrooms, and every other room of your house that houses a bath, shower cooker or any other moisture-producing item will need adequate extractor fans which are vented towards the outside. We offer a Healthy Homes Assessment service will ensure that there is sufficient air circulation in every living space with the right extractor fan in areas with high moisture.

Insulation Paparangi

Ceiling and underfloor insulation is a requirement on all rental houses since 1 July 2019. Property managers and landlords are required to make sure that the insulation is in line with this new quality. In some cases, existing ceiling insulation or insulation in the sub floor space may require to be topped up or replaced.

A well-insulated property will reduce the risk of condensation and lessen the likelihood of mould and dampness and also makes it easier to allow the household to keep warmth.

Insulation requirements to be in compliance with the R-values for your area

The "R" stands for thermal resistance and it is a measurement of how well insulation withstands heat flow. The greater the R-value, the more efficient the insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9 and underfloor R 1.3
  • Zone 2 – all of North Island except Taupo and the Central Plateau – ceiling R 2.9 underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 below floor R 1.3

Paparangi Moisture Ingress & Drainage

Keeping your rental property safe from the effects of moisture isn’t just a matter of the inside of the building but you must make sure there is somewhere to allow surface, rain and underground water to flow, and also stop it from getting into the building. When it concerns damp and moisture it’s usually what you don’t see that can become a big problem and end up causing damages to your investment and harming your tenant’s health.

Rental properties require to be equipped with effective drainage to eliminate storm water, surface water and ground water. This includes an appropriate runoff or outfall. Making sure the water is able to go, and it doesn’t sit beneath structures is an important aspect of making sure your property is dry.

Alongside a drainage system to prevent water ingress, if the rental has an enclosed gap between the floor and ground, a ground moisture barrier must be constructed if it’s reasonably practicable to do so.

Ground moisture barriers are generally a sheet of polythene that is placed over the ground, in order to block any moisture present in the ground from accumulating into the building. It also helps prevent moisture damage to the underfloor insulation.
