Healthy homes are important

Why is Healthy Homes Compliance important?

A majority of households rent homes in New Zealand and Paparangi, and research shows us that these rental houses are likely to be colder, older, have less effective heating, and generally tend to be lower quality than the houses of owners.

Damp, mouldy and cold homes are linked to negative well-being outcomes, particularly diseases like colds and asthma, as well as heart diseases. Furthermore, people who reported at least four major house quality problems often experience less satisfaction in their lives and lower psychological well-being.

Enhancing the quality of Paparangi rental property will allow tenants to enjoy improved mental and physical health and reduce the disturbance to learning, work and living because of illness. Your investment is also better safeguarded from mildew, mould and damp damages, which means lower maintenance costs in the long run.

The Healthy Homes Standards are a set of specific and minimal requirements for heating, insulation Ventilation and Ventilation and Drainage, as well as Draught stopping in Paparangi rental properties.

Unreasonable Gaps & Holes

Draught Stopping Paparangi

Draughts can lead to lower temperatures in homes. A damp house costs more to heat, meaning wasting energy and resulting in higher bills.

If a draft can be felt from unreasonable gaps or holes the area needs to be sealed.

What are the most unreasonable gaps or holes?

If you can feel external air getting in, or see the air is clear from a gap or hole and you can feel it, it’s probably a gap or an opening that needs sealing in the way you can. Cracks or gaps with large gaps must be sealed permanently. Cracks that are greater than 3mm and allow air in or out of your house need seals. For instance, if an open fireplace is not in use, it may cause draughts and should be blocked off. Landlords and property managers are responsible for making sure that such draughts are squelched as much as imaginable.

There is no need to block off gaps or holes which are part of the building. For example, tiny gaps around windows and doors may be required to allow movement of the building as the home is heated and cools in order to let them be shut and opened, rather than securing. We will check all doors and windows in the Healthy Homes assessment of your rental property.

Heating Paparangi

Paparangi rental properties need to have a stable source of heating that can warm the main or largest living area to at minimum 18degC even on the coldest winter days. This is the minimum temperature indoors recommended by the World Health Organisation for people’s physical well-being and mental outlook.

The source of heat requirements for it to be permanent (i.e., not portable) that is, at minimum 1.5 Kilowatts in heating capacity, and it must have the minimum requirement for heat capacity for the main living room. The Heating Assessment Tool can be used to determine whether the existing permanent heater(s) are sufficient or whether you will require to top up by adding a second heater. Fires that are open and unflued heaters, such as the portable LPG bottle heaters aren’t considered to be acceptable heating options under The Healthy Homes Standard.

If the heating that you provide is an electric heater or heat source, it must include an thermostat. This will make your heating more consistent and effective. In most houses, larger fixed heating devices such as heat pumps, wood burners pellet burners, flued gas heaters are necessary. In certain situations, like apartments with small spaces small apartments, a smaller electric fixed heater could be enough.

If your living space already has a permanent heating source, such as heat pumps, it might just need a top up to be able to meet the standards. Some types of heaters can’t be used to meet the quality because they’re costly, not affordable to run, and/or unsafe to run.

Ventilation Paparangi

Every living space in a rental property must include at least one open window or exterior door to provide natural airflow. Additionally, areas with high moisture areas such as kitchens or bathrooms should have an venting fan outside to eliminate moisture.

This ventilation quality is all about recognising it is that dry air will be more easy to heat and the property that is properly ventilated is less likely to grow damp and mould.

Bedrooms, living spaces, kitchens, and dining rooms are all considered living spaces. Connecting spaces like the hallway are not considered liveable , and thus are not need an opening window or door.

Each window, door or the skylight needs to have the ability to open up to the outside and remain closed, allowing to circulate fresh air as well as air flow.

The bathrooms in all kitchens and any other room in your home that has a bath, shower or cooktop, or any other moisture-producing item will require adequate extractor fans which are vented to the outside. The Healthy Homes Assessment service will ensure that there is sufficient ventilation throughout the living spaces and will also check for the proper extractor fans for areas that are high in moisture.

Insulation Paparangi

Underfloor and ceiling insulation has been compulsory on all rental homes from 1 July 2019. All landlords and property managers have to make sure that the insulation meets the new standard. In some cases, an existing insulation on the ceiling or in the subfloor space might require to be filled with or replaced.

A well-insulated property can help control condensation and lower the chance of mould and dampness, and will also make it easier to allow the household to hold heat.

Insulation requirements to be in compliance with the R-values required for your area

The "R" is a symbol for thermal resistance, and is a gauge of how well insulation can withstand heat flow. The more high the R-value, higher the standard of insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9, underfloor R 1.3
  • Zone 2 – the rest of North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3, underfloor R 1.3

Paparangi Moisture Ingress & Drainage

The security of your rental home from the effects of moisture isn’t just a matter of what’s inside the building but you must ensure there is somewhere for surface, rain or ground water and to prevent it from getting into the building. When it concerns damp and moisture it is typically those concerns that you aren’t aware of that could be a huge problem and end up causing damage to your investment as well as harming your tenant’s well-being.

Rental properties must be equipped with efficient drainage to get rid of rainwater, storm water, and groundwater, with an appropriate outfall or runoff. Making sure that water has a place to go, and also that it isn’t allowed to remain beneath buildings is a vital aspect of making sure your property is dry.

Alongside an irrigation system to stop moisture from entering, if your apartment has an enclosed gap between floorboards and the ground, a ground moisture barrier must be put in place when it’s reasonably practicable to do so.

An underground moisture barrier generally a polythene sheet laid over the ground, to block any moisture from the ground from accumulating into the structure. It also helps to prevent from causing damage to the flooring insulation.
