Fines for Failing to Comply

From the 1st of July in 2021, once a new, renewed or varied tenancy is signed on a Paparangi rental property, all Healthy Homes compliance tasks need to be taken care of by the end of 90 days.

Paparangi Healthy Homes Compliance Timeframes

Tenancies established beginning on 1 July 2019 and 30 June 2021

  • Insulation of the underfloor and ceiling is mandatory to all Paparangi and New Zealand rental homes where it’s reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply, an Insulation Statement and an Insurance Statement should be included with any new, renewed or varied tenancy agreement.
  • Property managers and landlords are required to keep records to demonstrate the compliance with all Healthy Homes Standard that apply or will be in force to the rental property.

From July 1st 2021

  • Private landlords and property managers are required to make sure that their rental properties are in compliance according to Healthy Homes Standards within 90 days of a new, renewed or varied lease.
  • All the boarding homes (except Kainga Ora and Community Housing Providers with registered for boarding house tenancies) must adhere to the Healthy Homes Standard regardless of the date when the tenancy started.

Starting 1 July 2023

  • All houses which are rented to Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must comply with the Healthy Homes Standards regardless of when the tenancy first began.

Starting 1 July 2024

  • All rentals houses are required to comply with Healthy Homes Standard regardless of when the tenancy began.
