Fines for Failing to Comply

As of 1st July 2021, if a new or renewed contract is signed on a Paparangi rental property, all Healthy Homes compliance items must be finished within 90 days.

Tenancies signed between 1 July 2019 to 30 , June 20,21

  • The insulation of the ceiling and underfloor is a requirement to all Paparangi and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement should be included with any renewed, new or altered tenancy contract.
  • Landlords and property managers must keep records of their the compliance with each Healthy Homes Standards that apply or will be applied throughout the tenancy period of your rental home.

Starting 1 July 2021

  • Private landlords and property managers must make sure that their rental properties are in compliance with the Healthy Homes Standards within 90 days of a renewal, new or a change in tenancy.
  • All boarding homes (except Kainga Ora and Community Housing Providers with registered boarding home tenancies) must adhere to the Healthy Homes Standard regardless of the time the tenancy began.

Starting 1 July 2023

  • All homes which are rented through Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers are required to comply with the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2024

  • All rental homes are required to comply with Healthy Homes Standards regardless of the time of the first day of tenancy.
