Fines for Failing to Comply

As of 1st July 2021, when a brand new, renewed or varied tenancy is signed on a Ngauranga rental property, all Healthy Homes compliance work need to be finished within 90 days.

Ngauranga Healthy Homes Compliance Timeframes

Tenancies established between 1 July 2019 and 30 , June 20,21

  • Underfloor and ceiling insulation is compulsory throughout Ngauranga and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Intent to Comply Statement, an Insulation Statement and an Insurance Statement should be included in any renewal, new or amended tenancy agreement.
  • Landlords and property managers must keep records that demonstrate compliance with the Healthy Homes Standards that apply or will be applied during the tenancy of an apartment rental.

Beginning 1 July 2021

  • Property managers and private landlords have to ensure that their rental properties are in compliance with the Healthy Homes Standards within 90 days of any new, renewed or varied tenant.
  • All boarder households (except Kainga Ora and registered Community Housing Provider Boarding home tenancies) must comply with the Healthy Homes Standard regardless of the date the tenancy was started.

From July 1st 2023

  • All houses that are rented out to Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must be in compliance with the Healthy Homes Standards regardless of when the tenancy began.

Beginning 1 July 2024

  • All rental houses must comply with the Healthy Homes Standards regardless of when the tenancy first began.

Rental properties in Ngauranga must have a fixed heating source which can warm the main or largest living space to at least 18degC even on the coldest days of the year.
