Fines for Failing to Comply

Ngauranga Healthy Homes Compliance Timeframes

Tenancies that were signed from 1 July 2019 to the 30th June in 2021

  • The insulation of the ceiling and underfloor is compulsory for all Ngauranga and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement must be included with any renewed, new or amended tenancy agreement.
  • Landlords and property managers must keep records that prove the compliance with all Healthy Homes Standard that apply or will be in force to their rental properties.

From 1 July 2021

  • Property managers and private landlords must make sure that their rental properties are in compliance according to Healthy Homes Standards within 90 days of a newly renewed, extended or changed tenancy.
  • All boarding houses (except Kainga Ora and Community Housing Providers with registered for boarding house tenancies) must adhere to the Healthy Homes Standards regardless of the time the tenancy began.

Starting 1 July 2023

  • All homes that are rented out through Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered are required to comply with the Healthy Homes Standards regardless of when the tenancy first began.

From 1 July 2024

  • All rental homes must comply with the Healthy Homes Standard regardless of when the tenancy first began.

Heating Ngauranga

Ngauranga rental properties need to have a stable heating source that can warm the living space to at least 18 degrees Celsius, even on the coldest days of the year. This is the minimum indoor temperature suggested by the World Health Organisation for people’s physical well-being as well as their mental health.

The source of heating needs to remain fixed (i.e., not portable) with at least 1.5 horsepower in capacity, and it must have the minimum required heating capacity for the main living space. Ventilation Ngauranga
