Unreasonable Gaps & Holes

Draught Stopping Mount Victoria

Draughts can lead to low temperatures inside houses. A humid house will cost more to heat, meaning wasting energy and incurring higher costs.

If a draught can be felt from unreasonable gaps or holes, it needs to be sealed.

What are unreasonable gaps or holes?

If you can feel external air entering or a clear draught from a gap or hole and you are able to feel it, it’s likely a crack or an opening that needs sealing in somehow. Large gaps and cracks should be permanently stopped. Gaps greater than 3mm that allow air in or out from your house require to be sealed. For example, if the open fireplace isn’t being used, it could cause draughts, and should be sealed off. Landlords and property managers are accountable for making sure that these draughts are stopped as far as imaginable.

There is no require to cover up gaps or holes which are part of the construction. For example, tiny gaps around windows and doors may be required to allow for movement within the building as the house heats and cools, so that they can still be closed and opened rather than securing. We will examine every window and door in the Healthy Homes assessment of your rental property.

Heating Mount Victoria

Rental properties in Mount Victoria must have a fixed source of heating that is able to heat the main or largest living space to a minimum of 18 degrees Celsius, even on the winter coldest days. This is the minimum temperature indoors recommended by the World Health Organisation for people’s physical health and mental well-being.

The source of heat requirements to be fixed (i.e., not portable) and at minimum 1.5 horsepower in capacity and have the minimum heating capacity needed in the living area. The Heating Assessment Tool can be used to determine whether the installed heater(s) are adequate or whether you will need to "top-up" by adding a second heater. Fires that are open and unflued heaters such as mobile LPG bottle heaters are not considered to be safe heating options for those following the Healthy Homes Standard.

If the heating you offer is an electric heater (or heat pump), then it must include a thermostat. This will make the heating more uniform and efficient. In most homes, larger fixed heating devices such as heat pumps, wood burners, pellet burners or flued gas heaters are needed. In some instances, like small apartments an electric, fixed heater may be sufficient.

If the living area already has a central heating source, like an air conditioner, it may require an upgrade to meet the standards. Certain kinds of heaters aren’t able to be utilised to meet the standard because they’re costly, not affordable to run, or are unsafe to operate.

Ventilation Mount Victoria

Each living space within a rental property must have at least one opening window or exterior door to offer natural ventilation. Furthermore, moist areas like kitchens and bathrooms should be equipped with an externally vented extractor fan that can take moisture away.

A ventilation standard is all about acknowledging it is that the dry atmosphere is much easier to heat, and that a well ventilated rental property will be less prone to developing damp and mould.

Living rooms, bedrooms, kitchens, and dining areas are considered to be liveable spaces. Connecting spaces like the hallway are not considered living spaces and therefore do not require an opening door or window.

Each window, door or skylight needs to be able open to the outside and remain closed to allow to circulate fresh air as well as air flow.

All kitchens and bathrooms, and any other room in your home with shower, bath, cooktop or other high water-generating appliance will require appropriate extractor fans that can be vented to the outside. The Healthy Homes Assessment service will make sure there is sufficient ventilation in each livable space that includes extractor fans that are suitable for areas that are high in moisture.

Insulation Mount Victoria

The insulation of the ceiling and underfloor has been compulsory on all rental houses as of July 1st, 2019. All landlords and property managers have to make sure that the insulation is in line with standards that are in line with the latest standard. In some cases, an existing insulation on the ceiling or in the sub floor space may require to be added or replaced.

A well-insulated property will help to control condensation and lower the chance of mould and dampness as well as making much easier to the household to retain heat.

Insulation needs to be in compliance with the R-values of your area.

The "R" is a symbol for thermal resistance and is a measure of how well the insulation can withstand heat flow. The more R-value is higher, the better the insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9, underfloor R 1.3
  • Zone 2 – the remainder of North Island except Taupo and the Central Plateau – ceiling R 2.9 and underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 below floor R 1.3

Mount Victoria Moisture Ingress & Drainage

Making sure your rental property is protected from dampness isn’t just about what’s inside the building but you must ensure there is somewhere to allow surface, rain and underground water to flow and to prevent it from getting into the building. When it is about damp and water, it’s frequently those things that you aren’t aware of that could become a major issue and end up causing the property to suffer and affecting the tenant’s well-being.

Properties that are rented must be equipped with efficient drainage to eliminate rainwater, storm water, and ground water, including an appropriate outfall or runoff. Making sure that the water has a place to go, and also that it isn’t allowed to remain beneath buildings is a vital aspect of keeping your property dry.

Alongside a drainage system to avoid water ingress, if the apartment has an enclosed gap between your floor and surface, a ground moisture barrier must be constructed if it is reasonably practicable to do so.

The ground-moisture barrier usually a polythene sheet laid over the ground, in order to block any moisture that is present in the ground from entering the building. It also helps prevent moisture damage to the underfloor insulation.
