Fines for Failing to Comply

From the 1st of July in 2021, when a brand new, renewed or varied tenancy is signed on a Karori rental property, all Healthy Homes compliance work have to be completed inside of 90 days.

The person who is responsible for this fine is whoever is named on the lease contract as the person leasing the property out which could be the name of the landlord, or the property management company.

Karori Healthy Homes Compliance Timeframes

Tenancies commenced from 1 July 2019 and 30 June 2021

  • The insulation of the ceiling and underfloor is compulsory for all Karori and New Zealand rental houses where it’s reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement should be included in any renewal, new or amended tenancy agreement.
  • Property managers and landlords must keep records to demonstrate compliance with the Healthy Homes Standards that apply or will apply during the tenure of your rental home.

From July 1st 2021

  • Property managers and private landlords have to make sure their rental properties comply according to Healthy Homes Standards within 90 days of a newly renewed, extended or changed Tenancy.
  • All boarding households (except Kainga Ora and registered Community Housing Provider Boarding household tenancies) must comply with the Healthy Homes Standard regardless of the time the tenancy began.

From July 1st 2023

  • All homes that are rented out by Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must comply with the Healthy Homes Standards regardless of when the tenancy began.

From 1 July 2024

  • All rentals houses must comply with the Healthy Homes Standard regardless of the date when the tenancy started.

Heating Karori

Karori rental properties must have a fixed source of heat that is able to heat the principal or the biggest living room to at least 18degC even on the coldest days of the year. This is the minimum indoor temperature suggested by the World Health Organisation for people’s physical health as well as their mental health.
