Fines for Failing to Comply

Kaiwharawhara Healthy Homes Compliance Timeframes

Tenancies that were signed in the period between July 1st 2019 to 30 , June 20,21

  • Ceiling and underfloor insulation is mandatory to all Kaiwharawhara and New Zealand rental homes where it’s reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply An Insulation Statement as well as an Insurance Statement must be included with any renewal, new or altered tenancy contract.
  • Property managers and landlords have to keep records that demonstrate the compliance with the Healthy Homes Standard that apply or will be applied throughout the tenancy period of an apartment rental.

From July 1st 2021

Starting 1 July 2024

  • All rentals houses must comply with the Healthy Homes Standards regardless of when the tenancy first began.

Adequate heaters are important for healthy houses

Heating Kaiwharawhara

Rental properties in Kaiwharawhara must have a fixed heating source that can heat the main or largest living space to a minimum of 18degC, even during the coldest winter days. This is the minimum temperature indoors that is recommended by the World Health Organisation for people’s physical health and mental outlook.

The heating source requirements to be fixed (i.e. not portable), at minimum 1.5 horsepower in capacity, and must meet the minimum required heating capacity to heat the living space in general. Fires that are open and unflued heaters, such as portable LPG bottle heaters are not considered to be acceptable heating options for the Healthy Homes Standard.

If the heating you offer is electric heating or heat source, it must include a thermostat. This makes the heating more uniform and efficient. For most homes, larger fixed heating systems such as heat pumps, wood burners, pellet burners or flued gas heaters are required. However, in certain instances such as small apartments the smaller fixed electric heater may suffice.

If your living space already has a permanent heating source, such as heat pumps, it might just need a top up to meet the standards. Certain types of heaters cannot be used to meet the quality because they’re inefficient, unaffordable to operate or unsafe to operate.
