Fines for Failing to Comply

Since the 1st July of 2021, once a new or renewed tenancy is signed for a Houghton Bay rental property, all Healthy Homes compliance tasks need to be done inside of 90 days.

Tenancies signed from 1 July 2019 to 30 , June 20,21

  • Underfloor and ceiling insulation is compulsory to all Houghton Bay and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement must be included in any renewal, new or varied tenancy agreement.

  • All boarding households (except Kainga Ora and registered Community Housing Provider Boarding house tenancies) are required to comply with Healthy Homes Standard regardless of the time the tenancy began.

Starting 1 July 2023

  • All homes which are rented to Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must be in compliance with the Healthy Homes Standards regardless of when the tenancy began.

From 1 July 2024

  • All rental homes must be in compliance with the Healthy Homes Standards regardless of when the tenancy first began.
