Fines for Failing to Comply

It is important to keep in mind that landlords who have multiple rental properties may face greater penalties for non-compliance. The most severe penalties are reserved for severe violations, and landlords who own six or more properties can receive fines of up to $50,000 and as high as $100,000 in the case of hearing claims.

Tenancies established beginning on 1 July 2019 and 30 June 2021

  • Underfloor and ceiling insulation is mandatory in all Houghton Bay and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement must be included with any new, renewed or altered tenancy contract.
