Fines for Failing to Comply

Highbury Healthy Homes Compliance Timeframes

Tenancies signed between 1 July 2019 to 30 June 2021

  • Underfloor and ceiling insulation is a requirement to all Highbury and New Zealand rental homes where it is reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply, an Insulation Statement and an Insurance Statement should be included in any renewed, new or amended tenancy agreement.
  • Property managers and landlords must keep records to demonstrate compliance with the Healthy Homes Standards that apply or will apply throughout the tenancy period of their rental properties.

From 1 July 2021

  • Private landlords and property managers are required to make sure their rental properties conform with the Healthy Homes Standard within 90 days of any newly renewed, extended or changed lease.
  • All boarder houses (except Kainga Ora and registered Community Housing Provider boarding household tenancies) are required to comply with Healthy Homes Standards regardless of the date the tenancy was started.

From July 1st 2023

  • All homes that are rented out through Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must comply with the Healthy Homes Standards regardless of the date the tenancy was started.

From 1 July 2024

  • All rentals houses are required to comply with Healthy Homes Standard regardless of when the tenancy began.
