Fines for Failing to Comply

Since the 1st July of 2021, if a new, renewed or varied contract is signed on a Highbury rental property, all Healthy Homes compliance work must be done inside of 90 days.

Beginning on July 1st, 2021, when a brand new or renewed tenancy is signed on the Highbury rental property, all Healthy Homes compliance work must be finished within 90 days.

Highbury Healthy Homes Compliance Timeframes

Tenancies that were signed in the period between July 1st 2019 and the 30th June in 2021

  • The insulation of the ceiling and underfloor is required in all Highbury and New Zealand rental homes where it’s reasonably practicable to put in.
  • A Healthy Homes Intent to Comply Statement along with an Insulation Declaration and an Insurance Statement must be included with any new, renewed or altered tenancy contract.
  • Property managers and landlords are required to keep records of their conformance with each Healthy Homes Standards that apply or will be applicable during the tenancy of your rental home.

From 1 July 2021

  • Property managers and private landlords must ensure their rental properties comply according to Healthy Homes Standard within 90 days of any new, renewed , or altered Tenancy.
  • All boarding homes (except Kainga Ora and registered Community Housing Provider boarding household tenancies) must meet the Healthy Homes Standard regardless of the time the tenancy began.

From 1 July 2023

  • All homes let from Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must comply with the Healthy Homes Standards regardless of when the tenancy began.

From July 1st 2024

  • All rentals houses must be in compliance with the Healthy Homes Standards regardless of the time of the first day of tenancy.
