Fines for Failing to Comply

Glenside Healthy Homes Compliance Timeframes

Tenancies signed from 1 July 2019 to 30 June 2021

  • Ceiling and underfloor insulation is compulsory for all Glenside and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement must be included in any renewal, new or varied tenancy agreement.
  • Property managers and landlords are required to keep records to demonstrate conformance with any Healthy Homes Standard that apply or will be in force throughout the tenancy period of their rental properties.

Beginning 1 July 2021

  • Private landlords and property managers should ensure their rental properties comply according to Healthy Homes Standards within 90 days of a new, renewed , or altered tenant.
  • All boarding houses (except Kainga Ora and Community Housing Providers with registered boarder home tenancies) are required to comply with Healthy Homes Standards regardless of when the tenancy began.

Starting 1 July 2023

  • All homes that are rented out from Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered are required to comply with the Healthy Homes Standards regardless of the date when the tenancy started.

From July 1st 2024

  • All rental homes must comply with the Healthy Homes Standard regardless of when the tenancy first began.

The insulation of the ceiling and underfloor has been compulsory on all rental houses as of July 1st, 2019. Property managers and landlords are required to ensure that the insulation meets current standard. In some instances, current ceiling insulation, or the insulation of the subfloor space may require to be topped up or replaced.
