Fines for Failing to Comply

Tenancies commenced from 1 July 2019 to the 30th June in 2021

  • Underfloor and ceiling insulation is a requirement to all Glenside and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Intent to Comply Statement as well as an Insulation Statement, and an Insurance Statement must be included in any new, renewed or altered tenancy contract.

Landlords and property managers are responsible for making sure that draughts from the fireplace are removed as far as possible.

You don’t require to block holes or gaps in the construction. Heating Glenside

Glenside rental properties need to have a stable heating source that is able to heat the main or largest living space to a minimum of 18degC even on the coldest days of the year. This is the minimum temperature indoors recommended by the World Health Organisation for people’s physical health and mental well-being.

The heating source requirements for it to be permanent (i.e., not portable), at least 1.5 horsepower in capacity and have the minimum capacity for heating required to heat the living space in general. A Heating Assessment Tool can be used to check if your current permanent heater(s) are sufficient or whether you will require to "top-up" by adding a second heater. Unflued combustion and open fire heaters such as small portable LPG bottle heaters aren’t considered acceptable heating options for The Healthy Homes Standard.

If the heating that you provide is an electric heater or heat pump, it needs to be equipped with the thermostat. This makes the heating more consistent and efficient. In most homes, larger fixed heating devices such as heat pumps, wood burners pellet burners, flued gas heaters are needed. However, in certain instances like small apartments an electric, fixed heater could be enough.

If your main living space already has a permanent heating source, such as an air conditioner, it may need a top up in order to comply with the standards. Some types of heaters can’t be used to meet the standard since they’re either inefficient, unaffordable to operate or are unsafe to operate.

Ventilation Glenside
