Fines for Failing to Comply

As of 1st July 2021, once a new, renewed or varied contract is signed on a Berhampore rental property, all Healthy Homes compliance work need to be taken care of within 90 days.

Since the 1st July of 2021, once a new or renewed lease is entered into on the Berhampore rental property, all Healthy Homes compliance work must be taken care of by the end of 90 days.

Failure to meet all of the Healthy Homes Standards within the expected timeframe can result in a fine of up to $7200. Additionally, if the most present Healthy Homes Statement of Compliance isn’t included in an updated, renewed, or revised tenancy agreement, there may be an additional penalty or infringement fee.

Any tenant can ask for details about the Healthy Homes Standard and how they relate to the home they live in. If the landlord or property manager is unable to supply the required information within 21 days from receiving the request, they can be issued an infringement notice and be fined upto $750.

In addition, there is an additional fine of as much as $900 for property owners or property managers that provide false or inaccurate Healthy Homes Compliance Statement or any other information. The person responsible to pay this fine is the one who is named on the lease agreement as being the person letting the property out, so it could be the landlord’s name or the company that manages the property.

All the information on the Compliance Statement needs to be up-to-date when the tenancy contract is executed, and it is updated throughout the duration of the tenancy when any related work is completed.

It’s also important to note that landlords who own multiple rental properties may receive additional fines for non-compliance. The most severe penalties are handed down only for serious violations, and landlords who own at least six rental properties could be fined up to $50,000, and even as high as $100,000 for hearing claims.

Clearly, failure to meet requirements of Healthy Homes requirements can hit your bank account hard, and result in large fines in addition to still being required to adhere to the regulations. Healthy homes are important

Why is Healthy Homes Compliance so important?

Around 1 in 3 households rent the property in New Zealand and Berhampore, and research has shown that these rental houses are likely to be older, colder, are not as efficient heating, and generally are of lower standard than those owned by owners.

Cold, damp and mouldy homes are associated with negative health outcomes, especially for diseases like colds and influenza, asthma, and heart diseases. Furthermore, people who report four or more major housing quality problems frequently have less satisfaction in their lives and lower well-being.

Improve the standard of Berhampore rental property will allow tenants to enjoy improved mental and physical health as well as lessen disruption to work, learning and living due to diseases. Your investment will also be better protected from mould, mildew and damp , which means less costs of maintenance in the long run.

The Healthy Homes Standard is a listing of minimum and specific standards for heating, insulation Ventilation, Moisture ingress and Drainage, and Draught Stopping on Berhampore rental properties.

Unreasonable Gaps & Holes

Draught Stopping Berhampore

Draughts can lead to low temperatures inside homes. A damp home costs more to heat, resulting in wasted energy and incurring higher costs.

If a draft can be perceived as a result of gaps or holes the area requirements to be closed.

What are unreasonable gaps or holes?

If you are able to feel external air entering or the sound of a clear draught emanating from a crack or a gap or crack, then it is likely to be a gap or an opening that requirements sealing in some way. Cracks and gaps that are large should be stopped permanently. Cracks that are greater than 3mm and let air in or out from the house need seals. For instance, if an open fireplace isn’t in use it can cause draughts and should be sealed from. Property managers and landlords are accountable for ensuring such draughts are eliminated as much as possible.

You don’t need to block off holes or gaps which are part of the building. For instance, small gaps around doors and windows could be necessary to allow movement of the structure as the house gets warmer and cooler, to allow them to be shut and opened, rather than securing. We will inspect all doors and windows during our Healthy Homes assessment of your rental property.

A good heating system is crucial to ensure well-being houses

Heating Berhampore

Berhampore rental properties should have a permanent heating source that can heat the living space to a minimum of 18 degrees Celsius, even on the winter coldest days. This is the minimum temperature indoors recommended by the World Health Organisation for people’s physical health and mental well-being.

The source of heating requirements for it to be permanent (i.e. not portable) that is, at minimum 1.5 Kilowatts in heating capacity and have the minimum required heating capacity in the living area. A Heating Assessment Tool could be used to determine whether the existing installed heater(s) are adequate or if you’ll require to ‘top up’ by adding a second heater. Open fires and unflued combustion heaters like portable LPG bottle heaters are not considered acceptable heating options for those following the Healthy Homes Standard.

If the heating you offer is an electric heater or heat source, then it must include the thermostat. This will make the heating more consistent and efficient. In most houses, larger fixed heating devices such as wood burners, heat pumps, pellet burners or flued gas heaters are required. In certain situations, like apartments with small spaces an electric, fixed heater may suffice.

If your living space is already equipped with a fixed heating source, such as a heat pump, then it may require a top up to be able to meet the standards. Some types of heaters can’t be used to meet the standard since they’re either not efficient, cost prohibitive to operate and/or unhealthy to run.

Ventilation Berhampore

Every living space of a rental home must have at least one openable window or exterior door to offer natural ventilation. Additionally, areas with high moisture areas such as kitchens and bathrooms must have a suitable externally vented extractor fan to take moisture away.

It is the ventilation quality is all about understanding it is that dry air is easier to heat and a well ventilated rental property is less likely to develop damp and mould.

Bedrooms, living spaces, kitchens, and dining areas are considered liveable areas. Connecting spaces like the hallway are not considered liveable , and thus do not need an opening door or window.

Each window, door , or Skylight needs to have the ability to open up to the outside while remaining fixed in an open position, allowing for fresh air circulation and ventilation.

The bathrooms in all kitchens as well as any other space in your property with shower, bath cooker or any other humidity-generating items will need suitable extractor fans which are vented to the outside. This Healthy Homes Assessment service will check that there is adequate ventilation in every living space with the right extractor fan in areas with high moisture.

Insulation Berhampore

Insulation for underfloor and ceilings is mandatory to all rental houses since July 1, 2019. Property managers and landlords are required to ensure that the insulation is up to this new quality. In some instances, current ceiling insulation, or the insulation of the sub floor space may require to be replaced or replaced.

A well-insulated house can help control condensation and lessen the likelihood of mould and dampness and it will make more easy for the house to hold the heat.

Insulation needs to meet the R-values for your area

The "R" is a symbol for thermal resistance and is a measure of how well insulation is able to resist heat flow. The more R-value is higher, the more effective the insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9 Underfloor R 1.3
  • Zone 2 – The rest area of North Island except Taupo and the Central Plateau – ceiling R 2.9 and floor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 and underfloor R 1.3

Berhampore Moisture Ingress & Drainage

Keeping your rental property safe from water damage isn’t only about the inside of the building; you have to make sure there is somewhere for rain, surface as well as groundwater to move and also stop it from getting into the building. When it is damp and moisture, it’s typically what you don’t see that can cause a lot of trouble, causing the property to suffer and harming the tenant’s well-being.

Rental properties should have efficient drainage to eliminate storm water, surface water and ground water. This includes the proper outfall or runoff. Making sure that the water has a place to go, and also that it doesn’t get sucked into buildings is an essential part of maintaining your property’s dry.

In addition to a drainage system to avoid the ingress of moisture, if your property has an enclosed space between the floor and surface, a ground moisture barrier should be put in place if it is reasonably practicable to install it.

The ground-moisture barrier generally made of polythene and is laid on top of the ground, to block any moisture present in the ground from rising into the building. It also helps prevent water damage to the floor insulation.
