Additionally, there is also a penalty of as much as $900 for property owners or property managers who provide a false or misleading Healthy Homes Statement of Compliance or other information. The person liable for this fine is the person who is listed on the tenancy agreement as the one who is renting the property It could also be the name of the landlord as well as the company that manages the property.

Aro Valley Healthy Homes Compliance Timeframes

Tenancies that were signed from 1 July 2019 and 30 June 2021

  • Ceiling and underfloor insulation is compulsory to all Aro Valley and New Zealand rental homes where it’s reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply, an Insulation Statement and an Insurance Statement should be included with any renewal, new or modified tenancy agreement.
  • Property managers and landlords have to keep records of their compliance with any Healthy Homes Standards that apply or will be in force during the tenancy of an apartment rental.

From July 1st 2021

  • Private landlords and property managers are required to make sure their rental properties conform in accordance with Healthy Homes Standard within 90 days of any newly renewed, extended or changed lease.
  • All boarding households (except Kainga Ora and Community Housing Providers with registered Boarding home tenancies) are required to comply with Healthy Homes Standards regardless of the date the tenancy was started.

From 1 July 2023

  • All households that are rented out from Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must meet the Healthy Homes Standards regardless of when the tenancy first began.

From 1 July 2024

  • All rental houses are required to comply with Healthy Homes Standards regardless of the date when the tenancy started.
